This study discusses a comprehensive review of a billing process for recurring storm water andwater/wastewater fees and charges. Two major objectives of the study were identified:to ensure that appropriate costs associated with billing, collections, and customerservice are determined and allocated to Charlotte-Mecklenburg Utilities (Utilities), Charlotte-Mecklenburg Storm Water Services (Storm Water Services), and the City of Charlotte (City)General Fund in a reasonable and appropriate manner; and, toidentify alternative methods for billing and collecting for Utilities and Storm WaterServices activities and evaluate, at a high level, if any of the alternatives arefinancially feasible.To best address these objectives, Raftelis Financial Consulting (RFC) developed a project approach that included threeprimary tasks:Task 1 specifically addressed the first objective by identifying the fullcost of the existing billing, collections, and customer service functions and evaluatingthe reasonableness of cost allocations to Utilities and Storm Water Services;Task 2 addressed the second project objective by identifyingalternative methods for funding Utilities and Storm Water Services and, at a highlevel, comparing costs of the existing system to the most likely alternative; and,Task 3 complimented the first two tasks by involvingbenchmarking comparable billing systems from metropolitan areas across the countryin areas of cost and cost allocation, performance metrics, staffing levels, and systemfunctionality.
