The Denver Water Department has had nearly seventy years of success with the chlorine-ammonia process of disinfection. This success can be attributed to a high-quality raw water, a comprehensive monitoring program that provides data for studies, ongoing investigations, and a well-operated distribution system maintenance program. Despite Denver's success with the use of chloramines, it has been necessary, at times, for the Denver Water Board to take political action to forestall regulations prohibiting the use of chloramines as a drinking water disinfectant. Utilities investigating the use of chloramines should consider the quality of the source water and the extent of the monetary resources available for comprehensive monitoring and maintenance.
