In June 1987 AWWA surveyed utility members who had initiated preliminary monitoring for lead in their distribution systems in anticipation of federal regulatory action on lead. The Lead Information Survey (LIS) requested information on water quality, current corrosion control treatment practices, and results of any preliminary monitoring conducted up to that date. This article presents overall trends indicated by the LIS regarding compliance capabilities of large water suppliers to meet lead-control requirements proposed in 1988 by the US Environmental Protection Agency (USEPA). In addition, corrosion control practices of the industry are reviewed. If finalized as proposed, the rule would affect 72 percent of the large utilities, with costs associated with this regulations affecting more than 56 percent of the public. It is important to note that the data were collected prior to the proposed lead rule and that the survey provides only a limited glimpse of the total water industry. As more information becomes available on the ability of corrosion control measures to affect lead levels in drinking water, the validity of the trends outlined in this article should be reevaluated.
