Since the 102nd Congress began, 120 bills and resolutions that directly or indirectly address water conservation have been introduced. The Plumbing Products Efficiency Act would establish national standards for manufacturing and labeling certain plumbing products. The Municipal and Industrial Water Conservation Act of 1991 would establish an Office of Water Conservation to develop and support programs and efforts that promote beneficial reductions in water use and loss. A number of bills have been introduced that would amend the Internal Revenue Code of 1986 to exclude from gross income rebates or payments made by public utilities to customers to subsidize the cost of energy and water conservation services and measures. Three other initiatives would 1) require water utilities participating in the Central Utah Water Completion Act to meet new water conservation and pricing policies; 2) include conservation in Clean Water Act reauthorization; and 3) promote water conservation alternatives, when cost-effective, to constructing or expanding water supply or wastewater treatment facilities through least-cost planning analysis.
