The paper reviews why poor maintenance and lack of testing costs utilities lost dollars, not only in water revenue, but also in sewer revenue because sewer revenue is usually tied to water consumption. Figures that represent the magnitude of lost revenue are given. Procedures used for onsite testing and maintenance of commercial and industrial water meters are also presented.
