Full Description

Future drinking water community decisions regulating microbial and disinfection byproduct (DBP) water quality constituents will have wide ranging impacts. The passage of the 1996 Safe Drinking Water Act (SDWA) amendments affirmed the changes taking place in regulatory development by mandating that the best available science be used to support regulatory decisions. The 1994 proposal for the Stage I Disinfectants and Disinfection Byproducts Rule and Interim Enhanced Surface Water Treatment Rule reflected the integration of the best available information with policy objectives for various stakeholder groups. However, the quality of information represented by the best available science is a variable that must be considered. The Stage II regulations for microbial and disinfection byproducts represent an opportunity to advance regulatory development processes where information quality requirements can be considered and incorporated into the science that supports future decisions. Some steps have already been initiated in this regard and a brief description of the approaches undertaken and some preliminary findings are presented.
