A recent study of almost 50 water and wastewater utility managers from various sized utilities revealed that, despite a common strategic goal of operational excellence, the managers scored lower in areas related to task and task accomplishment than would be expected in a well led organization. The study indicates the need to emphasize the accomplishment of results. A goal and metrics driven Organizational Performance Management System (OPMS) can help to focus and organization on results. This paper discusses the four key characteristics of a successful OPMS. Includes 3 references, figures.
