Automation and supervisory control and data acquisition (SCADA) projects at water treatment plants are very user-specific undertakings. The true cost of ownership (TCO) factors for a small, single server SCADA application are considerably different than the factors involved in the automation of a large process plant that includes construction elements and may have a multi-year cycle. Each and every application, whether it is for large scale in-plant processing or the movement of water between the plant and customers, has its own special requirements. This paper describes some of the issues that must be considered in terms of planning, acquiring or upgrading a SCADA solution for a water treatment plant. Includes figure.
