Finished water storage facilities play akey role in maintaining the quality ofdrinking water ultimately received byconsumers. Without proper design,operation, and maintenance of these facilities,stored water may easily become stagnant andsubject to loss of chlorine residual, as well asbacterial regrowth, contaminant entry, and ahost of other water quality problems. Giventhat finished water storage facilities are partof the country's problem with aging infrastructureand that distribution system waterquality is increasingly becoming a focus ofregulators and customers, water utilities needall the tips they can get to better maintainthese facilities.This paper outlines a five-stepapproach to developing an operations andmaintenance program for finished waterstorage facilities. The five steps are:understand your facility;define the water qualityproblems;evaluate alternatives to addresswater quality issues and select the bestsolutions;implement good managementpractices and monitor effectiveness; and, develop standard operatingprocedures.If utility managers implement this stepwise approach, the quality of water in thedistribution system will most likely improve,which will improve public health protectionand regulatory compliance. To be successful,though, this approach needs support fromutility management to provide the resourcesoperations staff will need to perform thework.For utilities that do not have a tank operationsand maintenance program, this paper explains the need for such a program, and itoffers a practical approach to setting it up.Utilities that already have a program in placemay find additional ideas in this paper torefine their program.
