The Village of Palm Springs was investigating technologies to remove total organic carbon from itsgroundwater source prior to disinfection in order to meet the U.S. Environmental Protection Agency (USEPA) Stage 1 D/DBP Rule fortrihalomethanes (THMs) and haloactetic acids (HAAs). The treatment options investigated wereozonation of the raw water prior to the existing lime softening process and MIEX resin pretreatment ofthe raw water followed by the existing lime treatment plant. MIEX resin pretreatment was found to bevery effective at reducing the raw water total organic carbon (TOC) level by an average of 71% which allowed compliancewith the disinfection byproduct (DBP) standards after downstream disinfection. Ozonation was veryeffective at reducing the raw water color but removed very little TOC and therefore did not allowcompliance with the DBP standards after disinfection. A MIEX resin pretreatment system wastherefore selected by the Village of Palm Springs for installation at its 4 and 6 MGD groundwatertreatment plants and these plants are scheduled to start up around October 2004.
