The Yucaipa Valley Water District (YVWD) serves drinking water to 60,000 customers in the cities ofYucaipa, Calimesa, and unincorporated portions of Riverside and San Bernardino counties, approximately70 miles east of downtown Los Angeles. YVWD has traditionally relied on groundwater from theYucaipa Basin to serve the needs of its customers; however, the basin is currently being over-drafted andthe YVWD requires a supplemental source. To meet this need, the YVWD developed plans for a newYucaipa Valley Regional Water Filtration Facility (YVRWFF) to provide an initial capacity of twelve mgd (36 mgd ultimate) of high quality drinking water to their customers. This paper describes the following topics:source water quality and challenges to comply with Stage 1 and 2 DisinfectionByproduct Rules;total organic compound (TOC) removal, and disinfection byproduct (DBP) compliancestrategies;the water treatment facility and provide an overview of the treatment plant constructionand start-up;future plans to meet increased demands and anticipated regulations;the measures to ensure good distribution system water quality, including a waterchemistry assessment, pipe coupon analysis, and corrosion mitigation strategies; and, asummary of design challenges and how they were met.
