Fundamental distribution operations priorities have been identified, such asmaintaining adequate fire flows, storage capacity, physical integrity of pipes and appurtenances,managing water age, maintaining aesthetic water quality, and regulatory compliance (i.e.disinfection byproducts, disinfectant residuals, microbial occurrence, and corrosion control).However, synthesizing this information along with numerous distribution system related researchstudies to develop a Partnership for Safe Water (PSW)-like distribution self-assessment optimization andimprovement program built upon on widely useful, easily measurable criteria is both theobjective and the challenge of the research project, AwwaRF 4109 "Criteria for OptimizedDistribution Systems."The basis for the development of the self-evaluation criteria was input from various subjectmatter experts who provided input on key optimization criteria and metrics. The goal of theproject is to develop critical performance optimization criteria and self-assessment guidance tohelp utilities identify and address factors limiting distribution system performance. Following a literature review, questionnaire and expert interviews, a total of 19 Topic AreaWorkgroups were formed, including 148 participants to address 22 topics.Workgroup participants included a variety of utility professionals working along with projectexpert advisors. Each workgroup was provided with the background materials (literature review,AWWA G200 and survey results) to help jump start their discussions. Each workgroup wascharged to assess specific criteria that could be readily measured and evaluated within theirdistribution systems. Includes tables, figures.
