When the building perimeter area is utilized as livable space arranged in multiple rooms, the means of obtaining individual space environment control can be cumbersome. The decentralized all-electric approach in this situation offers an attractive concept which is continuing to gain acceptance in the HVAC field.

This paper describes the application of such as system to an office building in Rochester, NY, owned by Eastman-Kodak. Economics, comfort, first costs, and the design of the system are all discussed.
